The receptionist should be aware if they have stored any data. If they have previously stored data into the system but are seeing this blank UI, they would know that it's not due to them having no drug stored in the system.

Reason for disagreement: The app should not place the burden on the clinic receptionist to automatically diagnose issues with the system, but rather provide features which ease the experience the user has with the system. Furthermore, in the case of inexperienced receptionists who may clear the system by mistake, this may cause further confusion for them.
Hence, this could be a bug in the error logging feature, which affects a small portion of the target user group, and warrants a Low Feature Flaw.
