Bulky Pickaxe head not mining 3 x 3

Description

I was using a pickaxe with bulky on it and it was mining just fine until I changed out the tool rod in it and it stopped mining 3x3.

Steps to reproduce

1. Make a pickaxe with the Bulky trait on it.
2. change the material on the tool rod.
3. It no longer 3x3 mines.

Expected behavior

Keep all traits attached to the pickaxe.
