Tricks from the Magic Singularity sword are able to move Citizens NPCs

Description

Someone on the server was able to move both people and Citizens NPCs with the Magic Singularity Tricks Sword.

Steps to reproduce

1. Make a sword/tool with the Magic Singularity and Tricks
2. Use near a Citizens NPC
3. The NPC is thrown in another direction

Expected behavior

For it to not move the NPC
