Dummy PR to demonstrate updates to the LST HLT configuration after:

the phase2_hlt_tracking_132 branch has been merged onto CMSSW_13_2_0_pre2, as per instructions
the LST integration commits up to b0c96de74200239098ce4e42629adf9e2738d997 have been merged.

It includes:

Updates to make LST work with the new alpaka accelerator framework.
Expanded ranges for validation
Working HLT configuration using LST, including modified:
- Track ID
- Individual share fraction
- Rescaled error for LST TrackCandidates.

Given that we have a working setup for the HLT reviews of the year, this PR (which was opened mostly for documentation purposes) can be closed.
