Twitter integration is busted #16

Twitter integration is no longer working as expected, albeit manual "tweets" still are. We've had at least 1 recent PR merge, Segs/Segs#815, that did not go through. I spoke with @mobbyg via Discord and nothing has changed on the Twitter side. I am still investigating.

The hook networks per https://api.github.com/meta were updated at some point to include 140.82.112.0/20. The firewall has been configured to also permit traffic originating from this network. Re-delivery of all recent failed hook payloads has been successful.
