Add web-based account registration to red.segs.io #24

CGI support has been enabled on the webserver and Python 2.x has been installed. register.cgi may require some tweaks in order to run under Windows (I am expecting oddities in regards to how the subprocess module may function under this platform.) Additionally, the dbtool_hash value will need to be updated since dbtool.exe differs from the Linux binary. I will work more on this tomorrow.

The registration page has been ported to Windows and is now working as expected on red.segs.io.
