Expand /opt on blue (current usage is 92%) #36

With the new clang debug build, Certbot/LetsEncrypt installation, and increased segs_server logging, /opt is nearly full on blue. Increasing this filesystem by another 5G will be sufficient.

/opt utilization is now below threshold.
