Replace Zapier #9

Unfortunately, our Zapier "Zaps" for GitHub -> Twitter integration are based on a 14-day trial. The service costs $20/month thereafter which is too steep for the functionality we're leveraging. We have less than 7 days remaining before we lose access to the aforementioned features. As a consequence, we'll be rolling our own service to securely capture GitHub events and post the results to Twitter and Discord free of charge.

I have already begun work on Gwitter to replace Zapier. Gwitter should be complete for our requirements prior to the Zapier trial period elapsing.

I have disabled Zapier and enabled Gwitter for testing. Once we confirm integration is properly working, this issue can be closed and the Zapier permissions can be revoked from GitHub and Twitter.

The Zapier service has been disabled and the respective permissions were revoked from GitHub and Twitter. Gwitter has successfully posted a merge as of today and release events have been previously tested.
