[Request] option to select random user in chat #27

Would be cool to be able to randomly select an active user in chat for fun commands

I feel like this could be upgraded in a sense to a giveaway check?

So to pick a random person but allow for things such as follower only, increased chance for subscribers etc? Could this be an option?
