Add simple web server to show dicom files through a web interface #2

I have turbogears-based code which shows datasets through a javascript
interface with ability to expand and collapse nodes. Would like to add this
in but using a simpler interface like cgi.

Decided instead to do something with Tkinter/Tix. Used the Tix Tree control to 
create
a minimal program to show a single DICOM file's tags in a hierarchical 
structure.
Done in r36.
