This PR introduces the following changes:

new database tables to store availability information
bumps the data model version to 0.11
a new application scardac which repeatedly scans the waveform archive and populates
add path ext/availability to fdsnws (to be approved by FDSN as standard service)
make option includeavailability in station query functional
