Add a meshreader for gmsh v4 meshes.

Hi, I just want to say that I tested it and it worked. The code is quite above my range, and there is a lot of it. Maybe we just merge, without review? Also I was wondering, where comes from the Third Party files? Maybe you should detail that in the header? (I was wondering if I need to review this code too).

@Thomas-Ulrich, I have used the feature for half a year now and it seems to work. Please approve the PR anyway, otherwise, I can't merge ;-)
