Fix SCOREC version in GitHub Actions build #57

Actually, why is the CI failing?

Some issues with OMPI (as supplied) and the CXX implementation (see https://github.com/open-mpi/ompi/issues/5157 ). So it's now disabled.

Turns out, this issue was fixed in a commit after v2.2.7, cf. https://github.com/SCOREC/core/issues/363 (which I alas did not see until now)
