... Pipenv does not install reps

Expected behavior

... pipenv works per Maintainers.md

Steps to reproduce

follow Maintainers.md

Where applicable, consider providing a patch that uses the end to end testing environment.

Requires --dev. Documentation gap. We should probably just have a make init command or similar
