Implement CLI App for Model Developers

🎨 Overview

Implemented CLI app for model developers (except model registration part).

🌈 Details

Model developers should be able to do the following with CLI app.

• Generating ZK circuits from ML models (just follow instructions in keras2circom)
• Initializing circom & IPFS client
• Generating proving & verification keys from circuits
• Uploading necessary assets / files to IPFS
