Can't start Quarry or any other type.

I can't Start the Quarry, Breeder, Killer etc. What am I doing wrong?? The Quest is done, every single one of them. But none are working

Here is a picture of my Quarry https://imgur.com/a/PIffeTb 1x Blaze rod. Water is inside. Coal is in the Chest up What is preventing it from starting???

Note: I play on a Multiplayer Server, I have full access to the Logs etc if needed.
