Would like to understand more about the part opening moc3 with hex editor

Hi, I have come across your blog which mentioned that "I felt lucky because the structure of parameters in moc3 file is pretty simple." I'm also doing a project required some understanding about the moc3 file, may I know a bit more on how you decode it? Thank you very much!

The beginning part of moc3 file are offsets of each section.
