Description

Fix event bonus characters and bonus cards after first anniversary.

Motivation and Context

Change local development url to http://127.0.0.1:3000 to solve 403 and CORS problem for Mainland China Developers.
Modified EventDetail to fix event bonus issue.

Tested both event after first anniversary and before first anniversary.
