Unable to install android-server-2.21.0.apk on Google Nexus 7 Tablet #4571

When I tried to install android-server-2.21.0.apk on my Google Nexus 7 Tablet, the installation
failed, saying that storage is insufficient even though 13+GB internal storage is still
available.

What steps will reproduce the problem?
1. adb -s <serial_no> -e install -r android-server-2.21.0.apk

What is the expected output? 
- install successful

What do you see instead?
- [INSTALL_FAILED_INSUFFICIENT_STORAGE]

Selenium version: android-server-2.21.0.apk
OS: Android 4.1.1

Selenium project no longer supports the AndroidDriver.

Please use Selendroid instead:
http://selendroid.io/webview.html

And log any issues against that project:
https://github.com/selendroid/selendroid/issues
