Yes it is. When I enable the proxy, I am able to access blocked sites. I call this a feature request and not a bug as maybe it was only intended to work without a proxy. SelfControl works perfectly when I use the VPN version of TorGuard. I am not sure if this issue is specific to this one proxy or if all proxies are like this, and I have not tested Chrome version of this extension.
And possibly any other proxy extensions that it may not work with.
Describe alternatives you've considered
You could delete the extension, and add "addons.mozilla.org" to the blocklist to prevent the temptation of adding the extension to bypass the block (or the chrome equivilent which I did not test).
