LockExisting raises an error if ModelSetup contains neither generic nor specific segments

What steps will reproduce the problem?
1. Create a config file with a ModelSetup element that has mode="LockExisting" 
but does not have any definitions for automatic segment generation
2. Run it

What is the expected output? What do you see instead?
It would be nice if it Augustus happily creates a new model output that is 
exactly the same as the old one, with a warning that LockExisting in 
combination with no new segments will result in the output model being exactly 
the same as the input model.

Instead Augustus exits with an error saying that one cannot have 'LockExisting' 
with no segments whatsoever defined for automatic generation.

What version of the product are you using? On what operating system?
5.x on ubuntu
