No search when making new custom term that is not a rate variable #268

If I am creating a new custom term but need to define partonomy with an entity that has not been previously identified in the annotation process I am not able to search ontologies for that entity

The current workaround is to use the Add/Create Term tab in the Annotation Reference Library dialog (blue library icons in the Annotator toolbar).

We should add "Create" buttons with associated functionality to the "isVersionOf" and "partOf" custom physical entity dialog components as in the custom physical process editor.
