[FEAT] - Website where the matrix is available with a link back to the output of the bot #18

What feature would you like to see?

As a user, I would like to see a hyperlink to the full developer skill matrix included in the output of the matrix.

Additional information

I believe this story might need an additional story, on the Matrix repository itself: publishing the current version of the matrix with a permanent link.

Naomi let me know if I should create a ticket for that. Also let me know if there are resources Sema needs to provide in order to publish that Matrix, such as a domain or webhosting (?). i think the ideal place for it is somewhere in GitHub but open to your guidance.

Great - I propose we add this in two places.

First, we should add a link to the rubric in the user's results view.

Second, we should add this as a link to the help command described in #13.

This is blocked until the help command is resolved, but will be open for contribution soon!
