Issue for the closing of sdh:C99 Epistemic Phase of a Physical Thing

Because of the change of scope of the Epistemic Situation, this should probably be an event? For instance, I believe that the weather example should not belong here.

The scope note should be re-written, and augmented (to understand the difference between a phase - based on physical evidence, even though the limits can be fuzzy - and an epistemic situation).
