Import the French translation of CHIN from CIDOC CRM 7.1.2 #84

The French translation of CIDOC CRM 7.1.2 by CHIN has been completed.

As it is a SIG approved version, it needs to be imported into OntoME.

@stephenhart8 has sent us the official XML.

Note: another French translation initiative is underway, also approved by the SIG. It may be slightly different. It will be coded fr-fr. We will therefore need to find a way of managing two different French versions.

The import of this translation will be coded "fr-CA" for "Canadian French". A line will be added to the code, cf. geovistory/ontome#156

The CHIN version is in fact the official fr version validated by the SIG. The imported version as "fr-CA" must be replaced by "fr" tag and old fr version deleted.
