e.g., http://w3id.org/neologism/vocab-name that redirects to http://cloud33.dbis.rwth-aachen.de/vocabularies/vocab-name. For an example, see https://w3id.org/idsa/core

Approach:

Download/save the vocab to a directory (either in MongoDB or on a dedicated docker volume)
Add to .htaccess: Something like http://cloud33.dbis.rwth-aachen.de/public/*.ttl
Trigger: Manual trigger via a "publish" button in the dashboard ("You are about to publish this vocabulary publicly on the Web. Confirm?")
