Deprecated mediawiki.api.parse alias will no longer present in MediaWiki 1.33 and later

@mwjames Here I am not sure if the related "scite.tooltip.js" needs a rename for api.parse https://github.com/SemanticMediaWiki/SemanticCite/blob/fd9c5bc27c02344296cee7b60ff0057ed945c849/res/scite.tooltip.js#L61
