Have a way to eliminate the problem with the administrative part where
every wrong set of parameters and lock the administration can not access.
As will be readily came to the administrator can access all available
plugins and you do not have to wander what to allow and what is not allowed
for it to work.
Or at least advise me what to change in structure, to unlock all its plugins.

heh, i find the problem... and how can add some plugins in admin area. 
I did the following to add additional modules:
1. I went to phpmyadmin and chose a table admins
2. I added the other plugins as described in modules folder
But some of them make errors. In attachment you will see them.
I hope I helped for the next version. This is a great cms.

To activate a module, you go to Dashboard -> Modules settings then you Install 
and
activate what you want.

Hi Eugene,
Wash the admin panel is locked. I tried to change it in phpmyadmin, but without
result. how to unlock it. In the rest will be fine.

Go to phpmyadmin in the ci_admins table..

And make the level for admin as 4

i.e. if your username is Admin

Username | module | level
Admin    | admin  | 4

Thank you very much for your help.
Now another problem came up with the comments.
Drop a comment when I am logged in as admin gives me an error:
A PHP Error was encountered

Severity: Notice

Message: Undefined index: notify_admin

Filename: controllers / news.php

Line Number: 63

And I'm not logged:

When I go back and refresh the page and comments are displayed.
What is wrong????

In Admin, go to News Setting and specify the Notification Admin email address.
