Currently anyone can have markdown for tournament description + rules but we don't want all users uploading images like that.
Lets only allow it for patrons + people who have TOURNAMENT_PERMS (env var).
Probably need a new field for rules and description each? One field is without markdown and one is with. Then when saving the tournament decide to which one to save.
