Consider switching our test SAML 2.0 IdP #3644

https://github.com/kenchan0130/docker-simplesamlphp seems to be better maintained than the one we currently use. I'm not sure if it's worth bothering with this work, but I'll drop the link here in case.

I think this is probably wise, since the one we use now is totally unmaintained.

cc @sfrunza13. We can do the same in Starchart, and updating this here would be good as well.
