Create Static Dataframe for Website #19

Created the static dataset and uploaded to website/data directory.

Checked the following:

There is a max of 365 days in the csv
Columns: Index(['uuid', 'dates', 'poke_id', 'haiku', 'sprites'], dtype='object')
We don't need back_sprite since it's a simple change in the URL

Next steps:

file mgmt is very messy and we need tests :(. I'm pushing this up for now to meet the deadline but I will go back and add unit tests for this to be fully shipped.
