IdentityServer: rethink the authentication architecture

As the licensing of IdentityServer has changed (https://duendesoftware.com/products/communityedition), we have to evaluate the options for moving forward:

• use the new Duende IdentityServer community edition when possible?
• what to use in our different scenarios: SnaaS, external projects, internal projects
• implement a custom Asp.Net identity / JWT solution?
