Recent admin ui change allows admins to see multiple domains. Current repositories lack required permissions for certain roles for this change and Users and Groups icon won't be visible for them.
Solution
Add more permissions for the following roles:
Public admins
they need at least Open permission, for domain creation Add permission.
maybe a break on the BuiltIn domain?
AdminUIViewers: at least local See/Open on the IMS folder?
