BUG User's "all roles" contains unwanted org-unit #2010

Bug: When a new user under the "Public" is assigned to the Administrators (publicadmin), the user is in the "Portal" orgunit. Resolution: The orgunit needs to be the "Public" instead of the "Portal". (emit org units on the parents)
