Update embedded-sps i2c driver to v3.0.1 #16

Use driver from https://github.com/Sensirion/embedded-sps/releases/tag/3.0.1

I didn't review it in detail, since it is mostly just copying the existing driver. I assume you tested with an Arduino?

I compile tested with the Arduino IDE, @winkj volunteered for testing this week (time permitting)

I haven't gotten around to it, but am happy to merge if you've done some testing
