Cleaned additional code with the aid of the dead code detector https://blogs.oracle.com/geertjan/entry/dead_code_detection_with_netbeans

Fixed some issues with CSS issues in the Portal, bumped the restlet version from a RC to a final release to fix warning messages and further tightened up the CheckStyle rules adding checking for import statements this time.
