This issue is mostly for documentation.

Context:

It caused problems: https://github.com/SerenityOS/serenity/runs/1637457728?check_suite_focus=true
So it got removed: https://github.com/SerenityOS/serenity/pull/4750
We want it back! (insert "Uncle Sam" meme here)
Also, Shell backgrounding probably shouldn't fail randomly.

@alimpfard what's the current state of shell backgrounding? IIRC you fixed a couple of bugs recently?
