Oops, we missed wiring up org.example.csv2tex.shellout.ShellCommandsUtil#ensureCommandsExist in the UI.

This could go into the Controller's initialize() method.

@DonMischo it's the thing I mentioned in our conversation on 27th December.

It's ready for review now, but the PR is based on another branch (see PR #55 directly)

:information_source: The software check will only be shown in the default UI language (as it's implemented as an alert, I cannot update its text content nicely once we switch the language).

If we need something different, we can change that easily in a future PR.
