build.gradle.kts has grown huge.

The visual dividers (horizontal lines, basically) help, but it's a kludge.
It could be split into different files (+ included in the build.gradle.kts), or we could extract convention plugins https://docs.gradle.org/current/userguide/structuring_software_products.html#defining_custom_project_types_as_convention_plugins
