Cap DX12 swapchain texture size to maximum #824

Description

This PR adds logic to cap the size of the internal textures used by the DX12 swapchain panels. This prevent rendering errors when trying to resize the control to an invalid size, eg. when putting it inside a ScrollViewer control and zooming in too much.
