Since most of the areas of Cobalt can be customised, I believe, that also the control panel should be part of the template customisation.

Is the Joomla core template override system enough for that? CP is for admin only, why customize it at all? Then we have to customize list of sections, section edit form, ...

Why CP customization matters? Can we simply make beautiful CP once and for all?

It will give the option to style it towards the template, so that it fits into the overall appearance. Will see how it is with different templates and discuss then again

I see. Yes, icon boxes are not adaptive. That is because there is no such element in bootstrap.
