Button to Increase/Decrease palette brightness by x% #95

It would be useful to have a button that allows us change the brightness of the palette by a specific percentage. Clicking the button would pop up a dialog box where we could enter the %, positive or negative.

Bonus points if you can make it so we change the brightness of a selection of colors on the palette, instead of the entire palette.

Done a button to increase/decrease the brightness of a selection in a frame. Remember that adjusting brightness is destructive.
