SCApply - sys_repo_config #59

SCApply extended to automatically create sys_repo_config

The current version 2.0.7 requires the sys_repo_config to be created manually before the SCApply can be executed in a pipeline.

The SCApply API now is:

app_scope
app_sys_id
branch_name
repo_config_url - the GIT URL
repo_config_credentials_sys_id - sys_id of the discovery_credentials record
repo_config_default_branch_name - default branch name
repo_config_mid_server_sys_id - MID server sys_id
repo_config_email - User email to be used in commits
repo_config_use_default_email_for_all - always use this email
repo_config_test_connection - test connection to Git host on creation
