Posterity recording of threads

Idea:

if a ++ is given in a public channel (excluding random) and in a thread, automatically document the entire thread's contents onto the servicennow instance so that we can potentially make a portal later that people can review "solved" topics.

multiple ++ in one thread would be ignored for this functionality

@earlduque -- Shall i capture this in "x_snc_pointsthing_chat" table by creating new field called thread content since there is no existing field you have created.

We will need to discuss this internally some more before this is approved for work. We have some pretty strict data retention policies for the bots
