Create a licensing file #648

Especially for starcoder reasons, if we open the license for this repository then it will only make the ServiceNow LLMs even stronger in the future.

Earl has to verify with legal first.

I'll assign this to me, I've met with our Intellectual Property team to figure out what open source license is best to use. Will post it soon

@earlduque are you planning to close this, or should we open it up for others contributors? Any specific guidelines re licensing?

Issued aniversary gift: set to Closed. We can always open a new one in the near future.

fyi, this is meant to stay open and remain assigned to me.

I want to keep it open so that it can still exist as a wanted item. But it can't move forward until legal approval for this repo to be officially licensable.
