Restore the backend capability for device lockout of the motors, pump and pour.

@dan-servita-team @wbuehlerBT Unsure of the proper implementation of the lockout capability. Is the primary idea there to prevent button presses from doing anything? Or is it to prevent pours of any kind (websocket, serial or button)? Or should it prevent any motor / pump commands at all?
