Describe the bug python3.10 breaks scoutsuite for GCP only

Additional context https://github.com/GoogleCloudPlatform/httplib2shim/pull/16/files confirms the issue, and suggests a fix

Proposed Solution build patch until issue is resolved.

issue appears to have been resolved - documentation also updated
