Add Theme Selector manager to the Control Panel #31

The theme selector has hundreds of colors available, but not everything may appeal to the administrators or members. As such, I've been thinking about adding a Theme Selector Manager to the control panel that allows you to edit, remove, and add new theme options to the selection.

We should probably work on this after https://github.com/SethClydesdale/forumactif-edge/issues/21 though, because we can use the color selector for creating new options.
