Describe the bug

api categories proxy error

To Reproduce Steps to reproduce the behavior:

startup api
startup client
shutdown api
notice the error occur

Desktop (please complete the following information):

OS: Windows
Browser: Firefox
Version: 109.0 (64-bit)

Development

[x] Figure out why it throws:
- "Proxy error: Could not proxy request /categories from localhost:3000 to http://localhost:5000/api/."
- "See https://nodejs.org/api/errors.html#errors_common_system_errors for more information (ECONNREFUSED)."
- Only happens when api goes offline, so it's of no concern
