Yes, the registration page lacks some basic functionality + info wrt username

Development

[ ] notify user on registration page that username can't be changed once set
- ...
[ ] search db everytime username changes to verify whether username is unique or not
- currently only know after submission rejected
[ ] require user to agree to terms of service
- will allow for flagging if violated
